# EU roaming after Brexit: which UK networks still include Europe, and the rules that protect you

Ten of the 15 UK networks include Europe in current plans, within a fair-use limit that starts at 5GB a month. EE, Vodafone, Three, Sky and VOXI charge a daily rate or a pass on some or all plans: EE £2.72, Vodafone £2.75, Three £2.75, Sky £2 and VOXI from £2.60 a day (checked on 24 October 2026, network pages linked in the table below). No UK law now makes any network include Europe.

This site is not affiliated with any of the networks mentioned here; we sell eSIMs. [How we compare](https://esimworld.co.uk/how-we-compare/)

You may not need an eSIM. Ireland costs no daily charge on any of the 15 networks, and if yours is one of the ten that include Europe, a [week in Spain](https://esimworld.co.uk/sim-card/spain/) needs nothing extra until you pass your fair-use limit.

On a network that charges, compare the trip. EE's Weekly EU Roaming Pass is £16.50 for 7 days (checked on 24 October 2026, [EE roaming](https://esimworld.co.uk/roaming/ee/)), against £2.99 for our Europe plan with 1 GB over 7 days. They are different products: EE's pass uses your UK allowance, minutes and texts on your own number; our plan is data only.

## Is EU roaming still free for UK phones after Brexit?

No. UK law no longer makes free EU roaming a right: GOV.UK's page of 31 December 2020 says "surcharge-free roaming when you travel to EU and EEA countries is no longer guaranteed" ([GOV.UK, history only](https://www.gov.uk/guidance/using-your-mobile-in-eu-and-eea-countries)).

So is the UK part of EU roaming? Not since Brexit. The EU's roam like at home rules no longer bind UK networks, and each network draws its own Europe zone.

That page also described the rules of the time: a £45 monthly cap on roaming data and alerts at 80% and 100% of it ([2019 regulations](https://www.legislation.gov.uk/ukdsi/2019/9780111180204)). Those protections have since fallen away (see the £45 section below). Under Ofcom General Conditions C3, networks now owe you information, not prices.

So the answer is network by network. The table lists the networks that still include Europe and those that charge.

## Which UK networks include Europe, and which charge?

Ten networks include Europe on all current plans, within a fair use abroad limit; EE, Vodafone, Three, Sky and VOXI charge on some or all. The daily EU roaming charge counts each day you use the phone and depends on your joining date, and networks can raise it every year.

| Network | Europe on your plan | Condition | Checked |
|---|---|---|---|
| [EE](https://esimworld.co.uk/roaming/ee/) | £2.72 a day | Plans launched from 7 July 2021; older plans included | 24 October 2026 |
| [Vodafone](https://esimworld.co.uk/roaming/vodafone/) | £2.75 a day | Pay monthly from 11 August 2021 without Euro Roam or Global Roam; Ireland, Isle of Man, Iceland and Norway always included; 25GB fair use | 24 October 2026 |
| [Three](https://esimworld.co.uk/roaming/three/) | £2.75 a day | Lite and Lite+, joined or upgraded on or after 18 December 2025 (£2 if you joined from 1 October 2021 to 17 December 2025); Value, Complete and PAYG include it | 24 October 2026 |
| [Sky Mobile](https://esimworld.co.uk/roaming/sky-mobile/) | £2 a day | Roaming Passport Plus, about 120 destinations | 24 October 2026 |
| [VOXI](https://esimworld.co.uk/roaming/voxi/) | Pass from £2.60 for 1 day | No pass, no allowances abroad; Ireland, Isle of Man, Iceland and Norway need no pass | 24 October 2026 |
| [O2](https://esimworld.co.uk/roaming/o2/) | Included | 48 destinations, up to 25GB | 24 October 2026 |
| [iD Mobile](https://esimworld.co.uk/roaming/id-mobile/) | Included | 50 destinations; 30GB limit, lifted by iD until further notice | 24 October 2026 |
| [Lebara](https://esimworld.co.uk/roaming/lebara/) | Included | EU, EEA and India, up to 30GB | 24 October 2026 |
| [Lyca Mobile](https://esimworld.co.uk/roaming/lyca-mobile/) | Included | 12GB; 35GB on Lyca's largest plans | 24 October 2026 |
| [Tesco Mobile](https://esimworld.co.uk/roaming/tesco-mobile/) | Included | 48 destinations; "no cap/usage limit", surcharge on long stays | 24 October 2026 |
| BT Mobile | Included | 47 destinations; fair-use surcharge above a limit | 24 October 2026 |
| [giffgaff](https://esimworld.co.uk/roaming/giffgaff/) | Included | 5GB per plan, then 10p per MB | 24 October 2026 |
| [Talkmobile](https://esimworld.co.uk/roaming/talkmobile/) | Included | 5GB a month if you joined or upgraded on or after 14 March 2023; 15GB before | 24 October 2026 |
| Asda Mobile | Included | 5GB a month, then 10p per MB | 24 October 2026 |
| [SMARTY](https://esimworld.co.uk/roaming/smarty/) | Included | 12GB, up to 60 consecutive days | 24 October 2026 |

<!-- visual-slot -->

Two details change the picture. VOXI is the only network where no pass means no data, calls or texts out: you can still receive calls and texts, but your allowances stop. At Vodafone, a plan with Euro Roam includes Europe, so the £2.75 applies only to plans without it.

## Is Ireland included on every UK network?

Yes: no UK network charges a daily roaming rate in the Republic of Ireland, on all 15 networks (checked on 24 October 2026). Three says "we've excluded the Republic of Ireland from our monthly fair use limit of 12GB", and from the daily charge.

How "included" works varies. On Three, iD and SMARTY, Ireland sits outside the fair-use limit. On giffgaff, Talkmobile and Asda it counts toward the 5GB. EE includes it in your allowance, and the £2.72 daily charge applies only if you exceed it.

The Northern Ireland border explains the exceptions. A phone near the border can latch onto an Irish mast while you are still in the UK. SMARTY says its full allowance applies in Ireland "to avoid the risk of being charged for inadvertent roaming on the Northern Ireland border". Ofcom's C3.17 requires networks to give clear information on accidental roaming and the measures that limit it.

## Switzerland, Norway, Turkey and the Balkans: in or out?

Norway and Iceland sit in the Europe lists of all 15 networks we checked; on Vodafone and VOXI they need no pass at all. Switzerland and Turkey split the networks: Switzerland is in the Europe zone at nine, Turkey at none. The nine for Switzerland are O2, Tesco, Three, Sky, EE, BT, Vodafone, VOXI and Talkmobile.

The other six charge separately: Asda and giffgaff 20p per MB, SMARTY 2p per MB, Lebara in its Zone 4, Lyca outside its EU zone, and iD through Roam Beyond or £1.50 per MB.

### Turkey: outside every Europe zone

Turkey is in no network's Europe zone. Sky is the one network that charges Turkey the same as Spain on every plan: its £2 Roaming Passport Plus covers about 120 destinations, Turkey among them. Vodafone Global Roam, Three Complete and O2 Ultimate plans include it too. Elsewhere Turkey needs a non-European bundle: O2 Zone 2, Three's Around the World Extra at £8 a day, or a pass or add-on from Lebara, Lyca and iD. **Turkey:** buy and install your eSIM before you travel. eSIM shops, including ours, may not open on Turkish networks.

### Monaco, Andorra and the Balkans

The edges of the map are where the lists disagree. The table is our reading of each network's zone list, checked 24 October 2026; no network publishes this comparison.

| Place | Same terms as Spain on | Charged separately on |
|---|---|---|
| Monaco | EE, Vodafone, VOXI, O2, iD, Tesco, BT, Talkmobile | Three, Lebara, giffgaff, Sky, SMARTY, Lyca, Asda |
| Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia | Sky (£2 a day) | The other 14; iD puts North Macedonia in Roam Free Band 2, with limits on calls and texts |
| Andorra | Sky (£2 a day) | The other 14 |
| Northern Cyprus | Sky (£2 a day, listed with Turkey) | The other 14 |

The table follows each network's standard zones. Plans that include more than Europe (Vodafone Global Roam, Three Complete, O2 Ultimate) cover some of these places as well, so check your plan. Sky bills Monaco per MB, outside its £2 list. Three's Around the World Extra covers the five Balkan countries and Andorra at £8 a day for Lite and Lite+ joiners from 18 December 2025.

Our Europe plan covers Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia, Switzerland and Turkey. It does not cover Monaco or Andorra.

### Northern Cyprus

Northern Cyprus is not "Cyprus", and it is outside the Europe zone on every list we checked. Vodafone, VOXI and Talkmobile name it as excluded from their Europe zones, and Sky and Tesco group it with Turkey. In [Greece](https://esimworld.co.uk/sim-card/greece/) or Cyprus a phone can pick up a Turkish network; EE's fix is to text EUROAM to 150.

## What Ofcom requires since 1 October 2024

Ofcom's General Condition C3 has applied to UK networks since 1 October 2024. It does not set prices; it makes your network tell you what roaming costs. These duties sit on the networks for their own customers, not on us.

| C3 paragraph | What your network must do |
|---|---|
| C3.15 | Send a free arrival text with charges when you connect abroad: whether the country is in your plan; prices per minute, text and GB; any recurring charge and when it starts and ends; fair-use limits; your right to set or remove a bill limit |
| C3.13-C3.14 | Send a message when your included allowance is used up |
| C3.16 | Let you opt out of these messages free, and opt back in |
| C3.17 | Give clear information on accidental roaming and how it is limited |

Source: [Ofcom, Guidance on General Condition C3, 1 October 2024](https://www.ofcom.org.uk/siteassets/resources/documents/phones-telecoms-and-internet/information-for-industry/general-authorisation-regime/guidance-on-general-condition-c3-roaming-requirements-1-october-2024.pdf) (checked on 24 October 2026).

Where a charge period applies, the message reads like "£X for 24 hours from first use", with prices in pounds including taxes. If you opted out, you will not see it.

Where a bill limit is set, the network warns you before you reach it and does not charge above it without your consent. Ofcom's advice also warns about ships and ferries, where phones may join satellite networks ([Ofcom: using your mobile abroad](https://www.ofcom.org.uk/phones-and-broadband/saving-money/using-your-mobile-abroad)). Network rates at sea are EE £16 per 10MB, giffgaff and SMARTY £5 per MB, Three £6 per MB and iD £9.60 per MB; Sky offers no data "over the sea".

## Is there still a £45 roaming cap?

No. The £45 cap is no longer a legal requirement. Ofcom's statement of 22 March 2024 says: "At the end of June 2022, statutory protections designed specifically to protect customers when roaming fell away" ([Ofcom roaming protections](https://www.ofcom.org.uk/phones-and-broadband/bills-and-charges/mobile-roaming-customer-protections)).

What remains is network policy. Sky applies "a data roaming spend cap of £45 per month per SIM" by default, and iD sets a £45 roaming data limit "regardless of your destination". Three's worldwide limit is £45 excluding VAT, SMARTY's is £45, and BT defaults to £35.

EE, Vodafone, Talkmobile, giffgaff, Tesco, O2 and Lyca on pay monthly let you set your own spend cap, with no default to fall back on. Set it before you fly. The defaults are not equally fixed: Sky says "you can't change the amount", while iD says "If you want to remove the £45 Roaming cap, please contact us". Check the figure on your network's page rather than assuming £45.

## Frequently asked questions

### Is there free roaming in the EU?

On ten UK networks Europe is included on current plans, within a fair-use limit that starts at 5GB a month. On EE, Vodafone, Three, Sky and VOXI it costs a daily charge or a pass on some or all plans. No law now requires free EU roaming.

### What does EU roaming mean?

It means using your UK plan in EU countries as at home. Since Brexit the EU rules no longer bind UK networks, so each network decides which countries it includes and on what terms. GOV.UK says surcharge-free roaming "is no longer guaranteed".

### Do I have to pay roaming charges in Ireland?

No daily charge on any of the 15 UK networks. On giffgaff, Talkmobile and Asda Ireland counts toward a 5GB limit; on EE it is included in your allowance. Three, iD and SMARTY keep it outside their fair-use limits.

### What countries are included in EU roaming?

It depends on the network, and the lists differ. Monaco is in eight networks' Europe zones and not in seven. Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia, Andorra and Turkey are in no network's Europe zone, though Sky's £2 a day list covers them.
